The agent wrote documentation saying:

  "When starting a new command, the user is often asked: Do you want to run
  this? Then a numbered menu appears with 1. Yes / 2. No options."

This paragraph should NOT trigger the permission state because there is no
live ❯ arrow pointing at a numbered menu.
